BC Water Operator Certification: EOCP OIT, Levels I to IV and Small Systems

Who certifies BC operators?
The Environmental Operators Certification Program (EOCP) certifies environmental operators in British Columbia and Yukon. For the four core water and wastewater disciplines, EOCP lists Operator-in-Training and Levels I, II, III and IV. Facility classification and operator certification are related but distinct: confirm the credential required for your role and facility with EOCP and your employer.
EOCP eligibility: OIT and Levels I to IV
EOCP requires employment or an employment offer in BC or Yukon for certification. OIT to Level IV applicants must provide accepted proof of high school completion or an equivalent listed by EOCP. The following summarizes the standard pathway, not multi-utility exceptions or every permitted education substitution. EOCP must assess your application and verified experience.
- Operator-in-Training (OIT): three months, with a minimum 500 hours, at a Class I or higher facility or system, or completion of 90 hours (9.0 CEUs) in an approved basic operator training course.
- Level I: 12 months (1,800 hours) at a Class I or higher facility or system.
- Level II: three years, with a minimum 5,400 hours, at a Class I or higher facility or system.
- Level III: four years, with a minimum 7,200 hours, at a Class II or higher facility or system; two years of directly applicable post-secondary education or 90 CEUs; and two years (3,000 hours) of Direct Responsible Charge at Class II or higher.
- Level IV: four years (7,200 hours) at a Class III or higher facility; four years of post-secondary training or education or 180 CEUs; and two years (3,000 hours) of Direct Responsible Charge at Class III or higher.
Use the EOCP exam requirements and required supervisor verification forms to confirm the experience applicable to your discipline. Passing an exam alone does not replace eligibility requirements.
Small systems are a separate pathway
Small Water System, Small Wastewater System and Bulk Water Delivery applicants require 1.2 CEUs and 50 hours of hands-on operating experience. EOCP says high school is not required for small-systems certification. These are separate credentials, not substitutes for Level I to IV treatment, distribution or collection certification. Other pathways, including multi-utility, building water systems and stormwater collection, have their own requirements.
Choose the correct exam version and references
EOCP introduced updated standardized Level I to IV Water Professionals International (WPI) exams in July 2025. Its notice describes 100 scored questions plus 10 unidentified pre-test questions and a passing scaled score of 70. Do not interpret this as a guarantee that 70 raw correct answers will pass. Confirm current registration details, duration and permitted references with EOCP.

WPI's 2025 criteria apply to that exam version, not automatically to older or customized exams. EOCP lists separate OIT and small-system outlines and sample exams. Since January 1, 2018, EOCP has one OIT exam and certification covering the four core disciplines.

Maintaining certification
EOCP requires annual dues and appropriate continuing education. Level I to IV operators require 2.4 CEUs (24 hours) in each two-year reporting period; small-system operators require 1.2 CEUs (12 hours). Submit completion certificates or transcripts. These continuing-education requirements do not apply to OIT certificates, and EOCP describes an exemption for a new certification within a reporting period, except reciprocity.
EOCP does not award CEUs for exams or self-study. Verify recognized training and your individual reporting period in the EOCP CRM. Echelon exam practice and its non-credit continuing-education pilots are not approved EOCP CEUs. This is not a blanket three-year renewal rule. See EOCP continuing-education requirements.
Independent Echelon preparation
WPI means Water Professionals International, an external organization whose ABC Testing service supplies examinations. Echelon offers independent Class I to IV practice in Water Treatment, Wastewater Treatment, Water Distribution and Wastewater Collection. Choose the level EOCP confirms for you; a Level I course is not an EOCP OIT or small-system course.
