Local levels: Municipal: Apprentice, Class I, Class II, Class III, Class IV. Industrial: Apprentice, Basic, Advanced.

Mandatory treatment-plant licensing has separate municipal and industrial tracks. Apprentice is listed as a license category, not established here as an exam level. Municipal Class IV has a different application lead time, but that does not prove a different exam vendor or standardized exam. No opened source establishes standardized/customized ABC provenance or state-authored exams for any class.

  • DEQ Wastewater Operator Licensing Program

    Enforcement Branch administers licensing; all wastewater treatment plants must have a properly licensed operator. Lists municipal Apprentice/Class I–IV and industrial Apprentice/Basic/Advanced. Class IV applications require 30 business days rather than five for other exams.

  • 8 CAR § 22-202 - Licensing committee powers and duties

Water Distribution

    Section V.E lists Very Small Water System and Grades I–IV distribution facilities; Section X lists Small System Distribution License and Grade I–IV Distribution Licenses. Section IX requires distinct distribution examinations and a separate very-small-system examination.

Wastewater Collection

Local levels: Class 1–Class 4, voluntary Wastewater Collection System Operator certification

AWEA offers a separate voluntary collection-system certification program, not the DEQ mandatory treatment license. Its own administering-authority page says ABC reviewed and approved the program, but does not say its exams are standardized ABC/WPI or customized ABC. Do not infer exam identity from program approval or from drinking-water evidence.

  • AWEA Collection System Certification

    Identifies an AWEA-sponsored tiered voluntary program administered by VCPC, beginning with Class 1 and ending with Class 4. Says the program was reviewed and approved by ABC; does not identify the exam product.

Dedicated course research

Dedicated prep is not available or being sold yet.

  • For both drinking-water streams, provide an Arkansas rules/compliance supplement: licensing-rule Table 2 requires PWS Rules and SDWA Compliance, and ADH recommends Arkansas PWS rules and its PWS Compliance Summary. This requirement does not itself prove a unique state-authored exam.
  • Maintain a separate Very Small Water System / Small System Distribution outline and routing option; the rules establish a distinct small-system examination outside Grades I–IV.
  • Obtain DEQ's current municipal Class I–IV and industrial Basic/Advanced examination outlines before claiming shared-course alignment; the industrial local levels do not map to WPI Classes 1–4 on the available evidence.
  • Treat voluntary AWEA Collection Class 1–4 as a separate administrator route; obtain its current outline and explicit standardized/customized exam designation before reusing WPI-class courses.

What still needs confirmation

  • Research performed October 4, 2026 for the requested October 3, 2026 cutoff. Live pages are not archived cutoff snapshots; the official wastewater code displayed an October 1, 2026 update.
  • Eight source opens were used. None explicitly established standardized WPI/ABC scope plus local grade-to-WPI class correspondence; every verifiedSharedLevels array is therefore empty.
  • Exam-system unverified means provenance remained ambiguous, not that certification is unavailable. ABC/WPI preparation links, ABC program approval, and DEQ examination administration were not treated as standardized-exam proof.
  • The opened AWEA page establishes its own voluntary collection program; it does not establish state designation or mandatory DEQ collection licensure. No separate mandatory collection credential was verified.
