    Page 17: CWEA exam blueprints derive from a job-task analysis of California systems and were reviewed by CWEA SMEs in 2025. Pages 76–77: ‘All exam items are written by subject matter experts based on the content outline established by the job task analysis.’ Separate Grade 1–4 outlines include Statewide sanitary-sewer WDR, SSMP requirements, and grade-specific CIWQS spill-reporting/certification responsibilities.

  • Separate California T5 oral-exam preparation: regulatory knowledge, utility management/emergency situations, and operational water-treatment scenarios. Do not substitute a generic four-class standardized-exam route.
  • For California T1–T4 treatment and D1–D5 distribution, use separate local-grade routes aligned to the Board's published Expected Range of Knowledge, California Title 22 requirements, and examination eligibility rules. Supplier/standardization remains unresolved, so do not advertise verified WPI shared-level alignment.
  • Wastewater-treatment Grades I–V need alignment to the explicit California section 3701(c) examination outline: California certification/plant-classification and waste-discharge rules, water-recycling regulations, reclamation/reuse, process-control mathematics, and progressively advanced supervision/management. Grade V needs a distinct complex-application tier.
  • CWEA collection needs a separate CSM Grade 1–4 pathway using the 2025 California job-task blueprints, including sanitary-sewer WDR/SSMP, spill response and grade-specific CIWQS reporting/certification, safety/regulations, collection operations/equipment, mapping, administration, and mathematics.

What still needs confirmation

  • As-of October 3, 2026 assessment used eight opened official authority/program documents or pages. The California regulation compilation is dated September 2026, and the drinking-water annual report is dated August 2026; no future scheduled meeting outcome was treated as effective policy.
  • No opened source explicitly established both standardized WPI/ABC scope and California-grade-to-WPI-class correspondence for any stream. Therefore every verifiedSharedLevels array is empty; this is not a claim that all possible ABC involvement has been disproved.
  • Exam administration, delivery vendors, reciprocity, membership/contact listings, and general content overlap were not used as proof of standardized WPI examinations. Ambiguous drinking-water and wastewater-treatment bank identities are marked unverified, not unsupported.
  • The collection authority is CWEA for its voluntary credential, not the State Water Board. No claim is made that CWEA is a mandatory statewide collection-operator licensing program.
