Specialty statuses include Operator-in-training (OIT) license, Limited license, and renewal-only Grandfather clause license. No numbered treatment grades I–IV.
Delaware uses a base-level/process-endorsement structure, not a four-grade treatment ladder. The regulation permits a third party to prepare examinations but does not identify the provider or standardized versus customized scope. Neither standardized WPI/ABC use nor a local-to-WPI class correspondence is verified; do not route to shared levels 1–4.

Sections 5.2 and 6.1 establish base-level licensing and process endorsements. Section 7.1 permits contracting a third party to prepare, administer, and grade examinations; 7.1.2 says examinations remain the Advisory Council’s property.

Local levels: Level I, Level II, Level III, Level IV. Additional statuses: Operator-In-Training (OIT) License; Temporary Level I OIT License; Emergency License; facility-specific Specialty License. Treatment facilities are classified Class I–IV, distinct from operator Level names.
Mandatory treatment-facility licensing uses separate Delaware examinations for each operator Level. The regulation directs the Board or its authorized designee to prepare examinations and expressly calls the entry examination the Delaware Wastewater Operator State Examination. ABC guideline references and reciprocity provisions do not establish ABC/WPI standardized exams.
