Licensing page requires new applicants to begin at Level 3 and take the ‘applicable state distribution examination.’ That wording and Florida outlines do not conclusively distinguish state-developed from customized ABC examinations. Standardized WPI/ABC scope and class correspondence are unverified; Florida numbering must not be mapped directly to WPI classes.

Local levels: Level 3, Level 2, Level 1 (ascending).

A voluntary FW&PCOA certification pathway was identified, not a DEP collection-system operator license. The provider explicitly grants certification from Level 3 through Level 1. Opened pages support the local certification structure and curricula but do not identify the certification examination bank or establish state designation of this collection exam. Neither standardized WPI/ABC use nor a class correspondence is verified; do not label this stream not-offered.

  • Water distribution: Florida Level 3/2/1 routing and DEP’s distribution outline, including drinking-water regulations, disinfection, equipment, system design/inspection, water quality, safety, administration, and math. Do not create a new-entry Level 4 pathway without clarification.
  • Domestic wastewater treatment: separate Class D/C/B/A outlines, including Class D package plants/disinfection, Class B nutrient removal/solids handling, and Class A management/process control; address rules 62-600, 62-601, 62-620, 62-640 and 62-699, F.A.C. Reflect the documented Class B approved-course update.
  • Voluntary collection certification: provider-specific Level 3 collection inspection/testing, lift-station and pipeline maintenance/repair, safety, and math; Level 2 administration, inflow/infiltration, and sewer rehabilitation; Level 1 supervision and lower-level technical review. Confirm the actual exam specification before claiming exam alignment.

What still needs confirmation

  • Research cutoff: October 3, 2026. Sources were retrieved October 4, 2026; the current DEP handbook is revised June 2026 and the newest cited collection event occurred September 2026. No archived October 3 snapshot was verified.
  • Eight source opens completed. Exam-system classifications remain unverified where authoritative opened material did not resolve provenance; this is not a finding that WPI/ABC is unsupported or unused.
  • No standardized WPI/ABC scope plus explicit local-grade correspondence was established for any stream; every verifiedSharedLevels array is therefore empty.
  • DEP sources conflict on Level 4 distribution examination availability: new licensing begins at Level 3, the current handbook names exams 1–3, while the examination fee page still lists Level 4.
  • FW&PCOA collection evidence is from the voluntary certifying provider itself, not proof of a mandatory state certification or state-designated WPI exam. Its opened pages do not disclose exam provenance.
  • DEP states that preparatory courses cannot substitute for its approved qualifying course. Identified local preparation needs do not establish Echelon course approval or any coverage/pass guarantee.
