  • Separate specialty routing and outline verification are needed for the administrator-listed Idaho Very Small Water System, Idaho Small Wastewater System/Lagoon, and Idaho Land Application exams; do not merge them into numbered WPI classes or claim they are state-written without further evidence.
  • Very Small Drinking Water training needs chlorination and drinking-water distribution content: Rule 100.03.b specifies twelve course hours. Very Small Wastewater training needs pumps/motors or collection content and lagoon operation/maintenance, large soil absorption system, or wastewater-treatment content: Rule 100.03.c specifies six hours in each grouping.
  • An Idaho licensing/regulatory orientation should reflect the July 1, 2026 rules, including system-limited Class I Restricted licensing, supervised Operator-In-Training practice, and the active wastewater-treatment license prerequisite for Land Application. These are verified licensing requirements, not verified exam-outline topics.

What still needs confirmation

  • October 3, 2026 is the target date. Live official pages show September 2026 updates, and the operative classification provisions are dated July 1, 2026; no archived October 3 snapshot was obtained.
  • Exploration stopped at eight source opens, using official Idaho authority pages/rules and the state-designated PSI administrator. Search snippets and third-party standardized-exam claims were not used as proof.
  • The currently linked PSI bulletin is updated October 1, 2024. PSI delivery, the abc-id portal name, ABC study criteria, and ABC’s standard formula sheet do not establish standardized rather than customized exams; all four streams therefore remain unverified with empty shared-level arrays.
  • The rule PDF cover still mentions Wastewater Treatment Operator - Lagoon, but operative Rule 100.01 omits a separate Lagoon classification while PSI lists Small Wastewater System/Lagoon. Obtain Board clarification before finalizing that specialty route.
  • These findings establish offered licenses and examinations, not the mandatory-versus-voluntary staffing obligations for every system or grade.
