Illinois EPA's examination committee develops and revises its examination question bank, supporting state-specific routing rather than WPI-standardized routing. No standardized WPI/ABC adoption or local-grade-to-WPI-class correspondence was established.

Class A covers coagulation/sedimentation, lime softening, UV disinfection, pathogen removal/inactivation and/or membrane filtration; Class B covers aeration/filtration and/or ion exchange; Class C covers chemical feed only; Class D is limited to pumpage, storage, or distribution.
Pages 13–14: the Certification Examination Review Committee includes Illinois EPA personnel, subject-matter experts and training partners, supported by ERTC under contract; it 'reviews and updates questions in the data bank and develops new questions as CWS regulations change.' Revised Class C examination development was the focus of the 2026 annual meeting.

Local levels: Municipal/domestic: Class 4 (lowest), Class 3, Class 2, Class 1 (highest). Industrial: Class K - Facility-Specific; Class R - General (Water Remediation).
Treatment certification is mandatory. State-specific industrial examinations are documented, especially facility-specific Class K. Municipal Class 1–4 examinations have local outlines and professionally developed questions, but the opened sources do not explicitly identify their origin as WPI-standardized, customized ABC, or wholly Illinois-authored. Overall exam-system status therefore remains unverified rather than assuming uniform WPI adoption. Illinois's ascending proficiency order is 4→3→2→1; matching numerals do not establish WPI correspondence.

Pages 3 and 13–18 identify mandatory treatment certification, Classes 4–1, facility-specific Class K and general Class R. Municipal examination emphasis progresses from lagoons (Class 4), to fixed film (Class 3), activated sludge (Class 2), and advanced activated sludge/complex mathematics (Class 1). Questions were developed by wastewater professionals, instructors and certified operators; no WPI/ABC exam designation is given. Class K includes mathematics and facility-specific short-answer/essay questions, including permit conditions.
Section 380.400 lists separate Class 1, 2, 3, 4, K and R examinations administered by the Agency or its designee and states examinations are Agency property. Sections 380.420–380.430 prescribe municipal, facility-specific industrial and petroleum-contamination water-remediation examination subject matter.

Page 5: 'Illinois does not have a separate certification for distribution system operators. Class D certification covers distribution systems. Certifications at higher levels are cumulative and include qualifications for distribution operations.' Pages 13–14 describe Illinois EPA committee development of examination questions and review of the Class D examination in 2025.
Class D facilities are 'limited to pumpage, storage, or distribution'; certification requires the examination corresponding to the local certification level.

A separate voluntary collection program exists; the current guide cautions that a certified collection operator may nevertheless be required by a permit. No Collection Classes 1–4 are documented. Official sources describe the collection examination independently, but do not explicitly resolve whether its questions are Illinois-authored or customized ABC; standardized WPI scope and a class correspondence remain unverified.
