Local levels: Complete Treatment: F-1, F-2, F-3, F-4, F-5. Limited Treatment: D-1, D-2, D-3, D-4, D-5. Levels 1–4 cover community systems, with 1 the highest; F-5 and D-5 cover noncommunity systems.
Rules expressly require department-prepared examinations with advisory-board concurrence. Level 5 has a different permitted assessment structure. No standardized WPI/ABC adoption or local-to-WPI class correspondence was established; Michigan's numerical grades must not be mapped directly to WPI classes.
No state-matched course is linked for this stream yet.
R 325.11901 lists F-1 through F-5 and D-1 through D-5. R 325.11912(1): 'A written examination shall be prepared by the department with the concurrence of the advisory board' for each classification except F-5, D-5 and S-5. Subrule (4) permits those level-5 assessments to combine training, written, oral or performance-based examination.
The 2026 schedule offers F 1-2-3-4, D 1-2-3-4, and separate F-5/D-5 applications; labels F 'Complete Treatment' and D 'Limited Treatment.' Study materials are organized by these local license types.
The Drinking Water Operator Training and Certification Unit oversees certification and training; EGLE establishes certification standards and OTCU administers biannual examinations.

Local levels: Municipal treatment: Class A, Class B, Class C, Class D (A highest); Class L2 and Class L1 (waste stabilization lagoons, L2 higher); Class SC (special classification). Class RTB (retention treatment basin) is established in the April 2026 rules but its new exam is not yet offered.
Active municipal exams are state-prepared, with separate examinations by local class. The current exam page offers A–D, L1, L2 and SC; new RTB implementation is deferred, with initial classifications and exam offerings anticipated no earlier than mid- to late 2028. No standardized WPI/ABC adoption or class correspondence was established. Separate industrial wastewater certification was not verified in this acquisition scope.
No state-matched course is linked for this stream yet.
R 299.2911 names A–D, L2/L1, SC and RTB. R 299.2922(1): 'The department shall prepare the examinations for operator certification, taking into account board review and comment.' Subrule (3) requires separate examinations for each class.
Applications go to EGLE WRD Operator Certification Unit. Current exams are A–D, L1, L2 and SC. The page provides study guides for Class A, Class B, Classes C/D, Classes L1/L2 and Class SC, and a Michigan wastewater formula sheet.
Content updated August 17, 2026: rules took effect April 29, 2026, but initial system classifications and exam offerings are anticipated no earlier than mid- to late 2028; EGLE must first reclassify RTB systems.

Local levels: Distribution: S-1, S-2, S-3, S-4, S-5. S-1 is the highest community-system grade. S-5 covers nontransient noncommunity supplies without treatment or community supplies without treatment and with distribution limited in extent.
Distribution is expressly covered by the state-prepared examination rule, not inferred solely from treatment evidence. S-5 has a separate permitted assessment structure. No explicit standardized WPI/ABC scope or grade crosswalk was established.
No state-matched course is linked for this stream yet.
R 325.11902 explicitly lists distribution classes S-1 through S-5. R 325.11912 requires department-prepared examinations with advisory-board concurrence and allows a different combination of assessments for S-5.
The 2026 exam schedule explicitly includes S 1-2-3-4 and S-5; the page labels S 'Distribution, Levels 1-5' and provides separate Type I distribution and Type II level-5 applications.

Local levels: New statutory collection-system classes: Class C1, Class C2, Class C3, Class C4, with C1 highest. These are not currently offered EGLE exam levels as of the requested date.
Not offered refers specifically to EGLE's new state collection certification exams, not to a claim that no voluntary credential exists. Rules are effective, but communities need not comply immediately; EGLE must first classify systems. Exam development and implementation are pending, with earliest anticipated offerings mid- to late 2028. The rules prescribe state-prepared class-specific exams; no operating standardized WPI/ABC route or crosswalk is verified. Voluntary association credentials were not independently verified.
No state-matched course is linked for this stream yet.
'While the rules are now in effect, communities are not required to comply immediately.' EGLE must first classify collection systems. 'The earliest anticipated timeline for initial system classifications and exam offerings is mid- to late 2028.' The page says supporting materials and exam development are still being developed; updated August 17, 2026.
R 299.2911 names collection classes 'C1, C2, C3, or C4, with class C1 being the highest'; R 299.2918 sets their operator qualification requirements. R 299.2922 requires department-prepared, separate class examinations.
