Program authority: New York State Department of Health (NYSDOH), Bureau of Water Supply Protection
Local levels: Grade IA; Grade IIA; Grade IB; Grade IIB; Grade C
NYSDOH requires validated examinations, but the opened sources do not identify their developer or establish standardized WPI, customized ABC, or independently state-developed exams. Do not map these local grades to WPI Classes I–IV. IA/IIA concern filtration plants; IB/IIB concern plants without clarification; C includes basic treatment serving 1,000 people or fewer.
No state-matched course is linked for this stream yet.
Table 5-4.2 identifies treatment classifications IA, IIA, IB, IIB and C. Upon approval, 'the Department will issue a certificate that specifies the operator grade.'
'Anyone applying for certification must pass a written, oral and/or practical skills validated examination.' This establishes an examination requirement, not its standardized WPI status.

Program authority: New York State Department of Environmental Conservation (NYSDEC), appointing/regulatory authority; New York Water Environment Association (NYWEA), designated certification administrator
Local levels: Grade 1; Grade 1A; Grade 2; Grade 2A; Grade 3; Grade 3A; Grade 4; Grade 4A
Mandatory WWTP certification. ABC/WPI exams are confirmed, but standardized versus customized scope is not explicit in the opened authority/administrator documents. NYWEA maps non-A Grades 1–4 to 2022 WPI Treatment Class I–IV resources and A Grades 1A–4A to separate 2025 Class 1–4 resources effective September 1, 2025. That resource correspondence alone is insufficient to verify shared levels; preserve activated-sludge and non-activated-sludge variants separately.
No state-matched course is linked for this stream yet.
'There are four levels of activated sludge certification (Grades 1A - 4A) and four levels of non-activated sludge certification (Grades 1 - 4).' NYWEA administers certification; DEC retains regulatory responsibilities. 'New York State uses an Association of Boards of Certification (ABC) Exam.'
NYWEA has been 'designated as the official administrator' since 2011; DEC is 'the appointing authority.' Exam Resources separately label Grade 1–4 Class I–IV links and NEW Grade 1A–4A Class 1–4 links effective 9/1/2025. The page does not explicitly call the NY exams standardized or customized.
Candidates select from 'eight New York Wastewater Treatment Grade exams'; ABC was rebranded WPI, 'however, the exams will continue to be called ABC exams.' Neither statement establishes standardized exam scope.

Program authority: New York State Department of Health (NYSDOH), Bureau of Water Supply Protection
Local levels: Grade C; Grade D
Grade C applies to distribution serving 1,000 people or fewer; Grade D applies above 1,000 people and/or purchasing-water systems with distribution-only responsibility. C also covers some treatment systems. Validated exams are required, but exam provenance and standardized WPI equivalence remain unverified; treatment certificates must not automatically be treated as distribution credentials.

Section (a)(5): 'The only grades certified to operate distribution systems are Grade C' for systems serving 1,000 people or less, and 'Grade D' for larger and/or distribution-only purchasing-water systems.
The program requires a 'written, oral and/or practical skills validated examination'; it does not expressly name standardized WPI/ABC distribution exams.

Program authority: New York Water Environment Association (NYWEA), voluntary collection-system certification program
Local levels: Grade 1; Grade 2; Grade 3; Grade 4
NYWEA offers voluntary collection certification, distinct from mandatory DEC WWTP certification. Its page confirms ABC exams and links local Grades 1–4 to WPI Collection Class 1–4 resources effective September 15, 2025, but does not explicitly identify standardized versus customized exams. Consequently no shared levels are verified.
No state-matched course is linked for this stream yet.
'All applicants for voluntary collection system certification in New York State' need education, collections experience and training 'to be qualified to take the ABC certification exam.' Classification and training tables identify Grades 1–4; grade-labeled resources link to WPI Collection Class 1–4 PDFs, effective 9/15/2025.
