The alternative IA open-book booklet is explicitly a North Dakota, system-specific pathway. The ordinary IA–IV exam-bank identity remains unverified, so the whole stream cannot safely be labeled standardized, customized, or wholly state-specific. No WPI class mapping verified.

    Page 8 describes an EPA-approved open-book exam booklet for distribution systems under 500: returned to the Department for grading, yielding a six-month restricted distribution 1A certificate limited to the operator's system; after satisfying experience, a standard 1A certificate is issued. Pages 7 and 40 document local exam review and ongoing ABC exploration, not standardized adoption.

    Section 08.1 names distribution-and-storage Classes IA, I, II, III and IV; sections 11–12 establish and name the five operator grades. Section 05 permits department-designated third-party grading but identifies no provider or standardized exam.

  • North Dakota-specific grade and regulatory routing for all four streams: preserve Grade IA separately from I–IV; use NDAC 33.1-19 and NDCC 23.1-07 rather than assuming WPI class equivalence.
  • Separate orientation for the confirmed distribution IA restricted, system-specific open-book booklet pathway and its experience-to-standard-certificate transition; do not route it as a generic WPI Class I exam.
  • Wastewater-treatment III/IV preparation needs review against NDDEQ's published outline, including NPDES discharge, self-monitoring/reporting, management responsibility and plans/specifications. Revalidate the 2020 outline before treating it as a current blueprint.
  • Wastewater-collection IA/I/II preparation needs review against NDDEQ's own outline, including sewer hydraulics, lift stations, trenching/confined-space hazards, plans/specifications and Ten States standards. Revalidate the 2020 outline before course development.
  • The official training page lists separate IA/I/II and III/IV study-guide groupings for each stream; confirm current outlines and actual exam-bank adoption with NDDEQ before deciding whether complete unique-exam courses or only state-specific supplements are needed.

What still needs confirmation

  • Assessment cutoff: October 3, 2026. Eight official sources were opened; search snippets and commercial preparation claims were not used as proof.
  • No opened source explicitly establishes current standardized WPI/ABC scope plus North Dakota grade-to-WPI-class correspondence. All verifiedSharedLevels therefore remain empty; unverified does not mean the exams are not offered or conclusively non-WPI.
  • The 2026 annual report's exam narrative concerns drinking water. Wastewater conclusions rely independently on four-stream rules and stream-specific study guides; its legislative appendix supports statewide authority and exemptions, not wastewater exam-bank identity.
  • Third-party authorization and a discussed migration do not establish provider, standardized versus customized product, grade scope, or implementation date. The report describes January 2027 operational changes, which are not treated as completed by this cutoff.
  • Undated live pages cannot establish every historical change date. Linked study guides are dated December 2020; the requirements bulletin contains legacy administrative details. Current amended rules were prioritized for grade names, and no pass/coverage claims are made.
