WPI exam, class match under review
Program authority: Rhode Island Department of Health, Center for Drinking Water Quality; Rhode Island Board of Certification of Operators of Drinking Water Supply Facilities
Local levels: VSS – Very Small System (Treatment); 1T, 2T, 3T, 4T. RIDOH also describes numerical levels as Classes 1–4. Full and Operator-in-Training certification are available for VSS and Classes 1–3; no Class 4 OIT.
RIDOH explicitly confirms 2017 WPI-ABC standardized treatment examinations, not merely ABC affiliation or PSI delivery. However, the opened sources do not explicitly crosswalk RI 1T–4T to WPI Classes I–IV, so shared numerical levels are withheld under the requested evidence rule. VSS must remain separate from levels 1–4.

‘Rhode Island uses ... (WPI-ABC) 2017 standardized exams’; immediately links approved resources separately for treatment and distribution. Licenses are issued by DWQ following Board approval.
‘Grade of Examination’: ‘Treatment: 1T 2T 3T 4T’; separate ‘VSS – Very Small System’ Treatment option. OIT is restricted to ‘class VSS, 1, 2, & 3 only’.

Program authority: Rhode Island Department of Environmental Management, Office of Water Resources; Board of Certification of Operators of Wastewater Treatment Facilities
Local levels: Grade 1, Grade 2, Grade 3, Grade 4; OIT provisions also exist. Tier Two denotes voluntary training recognition at renewal, not a separate examination grade.
Mandatory state wastewater-treatment licensing is confirmed. Current DEM pages and the Grade 1 outline do not identify the exam as WPI standardized, customized ABC, or independently state-authored. A state-published outline alone does not settle authorship; keep this stream out of shared WPI routing pending direct confirmation. The FAQ also describes a Board-sponsored Grade 1 course pathway requiring a separate certification application.

Licensing is directed by the seven-member Board. The current page posts 2026 examination information and separate study guides labeled Grade 1, Grade 2, Grade 3 and Grade 4.
Certification is a ‘mandatory licensing requirement’; ‘There are four grades of licenses, 1 through 4.’ Passing the Board-sponsored Grade 1 course still requires applying to the Board with proof of passing.
The Grade 1 outline expressly includes ‘Certification Laws and Regulations’, preliminary/primary/secondary treatment, solids handling, disinfection, maintenance, laboratory and safety; it warns that the outline does not necessarily include every examination topic.

Program authority: Rhode Island Department of Health, Center for Drinking Water Quality; Rhode Island Board of Certification of Operators of Drinking Water Supply Facilities
Local levels: VSS – Very Small System (Distribution); 1D, 2D, 3D, 4D. RIDOH also describes numerical levels as Classes 1–4. Full and Operator-in-Training certification are available for VSS and Classes 1–3; no Class 4 OIT.
RIDOH explicitly confirms 2017 WPI-ABC standardized distribution examinations. The opened sources establish local examination labels but do not explicitly crosswalk 1D–4D to WPI Classes I–IV; shared numerical levels are therefore withheld. VSS is a separate examination selection.

Identifies two license types, treatment and distribution, and states use of ‘2017 standardized exams’, with a separate standardized distribution study-resource link.
‘Distribution: 1D 2D 3D 4D’; separate VSS Distribution option. Applicants select Full Certification or eligible OIT certification.

Program authority: New England Water Environment Association (NEWEA), Collection Systems Certification Committee - voluntary regional certification, not RIDEM treatment licensure
Local levels: Four grade levels confirmed; exact current grade labels were not enumerated in the opened administrator pages and remain unverified.
Do not mark collection not-offered merely because RIDEM lacks authority over full-time collection crews: NEWEA administers a separate voluntary program serving Rhode Island. Opened administrator pages do not explicitly identify standardized WPI, customized ABC, or independent exam authorship. No shared-level correspondence is verified.

Full-time collection-system maintenance crews are not considered treatment operators and do not need that licensure; the Board lacks authority to license those positions.
‘Certification for Collection System Operators is a voluntary program administered through ... NEWEA’; four grades, with examinations held by its Collection Systems Certification Committee.
Current administrator page confirms a program ‘offered in four grade levels’ for New England collection personnel; committee reviews applications and applicants then schedule examinations. Links a June 2026 brochure.
