Program authority: South Dakota Board of Operator Certification; administered by the Department of Agriculture and Natural Resources (DANR), Operator Certification Program
Local levels: Class I, Class II, Class III, Class IV Water Treatment; special Class I Small Water Treatment System (SWTS).
ABC provision is established, but the opened sources do not explicitly establish standardized versus customized ABC exams or local-class-to-WPI-class correspondence. DANR links standardized-exam reference materials, which alone does not establish exam adoption. SWTS is a separate exam route for qualifying Class I groundwater systems serving fewer than 500 people; do not equate it with general Class I Water Treatment.
No state-matched course is linked for this stream yet.
Questions 5–6 name all four operational categories, each with Class I–IV, and state: ‘Separate exams are given for each plant category and classification level’ and ‘The exams are provided by the Association of Boards of Certification (ABC).’ Question 19 identifies the Class I SWTS exam and its chlorination, regulations, aeration and groundwater scope.
74:21:02:36 authorizes certification by operational category and classification; :38–39 identify four categories and Class I–IV. :71 recognizes Class I Small Water Treatment System or Class I-or-higher Water Treatment certification for qualifying small groundwater systems.

Local levels: Class I, Class II, Class III, Class IV Wastewater Treatment; special Class I Stabilization Pond, labeled Small WW System/Stabilization Pond on the exam application.
Wastewater-specific evidence establishes ABC-provided exams, not their standardized/customized identity or WPI class correspondence. Stabilization Pond/Small WW System is a distinct pond-focused exam route, not automatically equivalent to the general Class I exam. The FAQ requires certification for systems serving 500 or more people or equivalent; below 500, certification is voluntary and recommended.
No state-matched course is linked for this stream yet.
Questions 1 and 3 distinguish mandatory and voluntary wastewater certification. Questions 5–6 expressly include Wastewater Treatment, Class I–IV and separate ABC-provided exams; question 6 distinguishes the Stabilization Pond exam from the regular exams.
74:21:02:71 requires qualifying Class I pond-only systems serving 500 or more people to have a ‘Class I Stabilization Pond or Class I (or higher) Wastewater Treatment Operator.’
‘The Stabilization Pond class deals strictly w/ ponds’ and prepares for the Small WW System exam; Basic WW Treatment covers treatment other than ponds and prepares for Class I WW Treatment.

Local levels: Class I, Class II, Class III, Class IV Water Distribution; rules additionally recognize Class I Very Small Water System Operator.
ABC provision is documented for this category, but standardized/customized identity and WPI class correspondence remain unverified. The rules recognize a Very Small Water System certificate for qualifying untreated groundwater systems below 500 people; the current FAQ instead directs these operators to Water Distribution, and the exam application has no separate Very Small Water System category. A currently offered separate exam is therefore unverified. All community and non-transient non-community water systems require distribution certification under the FAQ.
No state-matched course is linked for this stream yet.
Questions 1, 5–6 explicitly cover Water Distribution, Class I–IV and ABC-provided separate category/level exams. Question 24 says a system serving fewer than 500 people without treatment is a ‘Very Small Water System’ and its operator ‘must have a Water Distribution certificate.’
74:21:02:71 permits ‘Class I Very Small Water System Operator or a Class I (or higher) Water Distribution Operator’ for qualifying untreated small groundwater systems; treated small systems separately require Class I-or-higher distribution supervision.
Lists Water Distribution with exam levels I, II, III and IV. Separate categories include Small Water Treatment and Small WW System/Stabilization Pond, but not Very Small Water System.

Local levels: Class I, Class II, Class III, Class IV Wastewater Collection.
Collection-specific evidence establishes separate ABC-provided category/level exams, but does not establish standardized/customized identity or WPI class correspondence. The FAQ requires certification for collection systems serving 500 or more people or equivalent; below 500, certification is voluntary and recommended. A pond-treatment certificate does not replace collection certification.
No state-matched course is linked for this stream yet.
Questions 1 and 3 explicitly address wastewater collection certification thresholds. Questions 5–6 name Wastewater Collection, Class I–IV and separate ABC-provided exams for each category and classification.
74:21:02:38–39 separately classify wastewater collection as Class I–IV. :71 requires the collection system associated with qualifying pond systems to have a Class I-or-higher Wastewater Collection Operator.
