Local levels: Class 1A, Class 1B, Class 2, Class 3, Class 4A, Class 4B, Class 4C. The initial-certification table additionally lists ‘4A1’ without defining it.
Classes 1A and 1B explicitly require no examination. Exams are offered as Class 2, Class 3 and Class 4; Class 4A/B/C certification distinctions depend on population served. DEC identifies ABC/PSI computer-based delivery but does not establish standardized versus customized ABC construction or local-class-to-WPI-class correspondence. Do not route Vermont Class 2/3/4 automatically to similarly numbered WPI classes.

‘Public drinking water systems are required to have an Operator certified by the DWGPD.’ Table 1 lists 1A, 1B, 2, 3 and 4A/4B/4C; 4A serves 25–500, 4B 501–3,300, and 4C more than 3,300 people. Table 2 marks examination ‘No’ for 1A/1B and ‘Yes’ for 2/3/4 certifications.
The 2026 exam page lists Class 2, 3, 4 and D appointments and states that ‘The Association of Boards of Certification (ABC) and PSI Online provides certified computer-based exams.’ It does not call these standardized exams or identify WPI class equivalencies.

Local levels: Domestic I, II, III, IV, V; Industrial Paper I, II, IV; Industrial Dairy I, II, IV; Industrial Metal I, II, IV (14 license grades total).
OPR, not DEC, issues the licenses; DEC retains facility classification and scope-of-authority responsibilities. The rules explicitly pair local license grades with Grade 1–5 examinations, but do not identify standardized WPI/ABC exams. OPR’s FAQ establishes PSI/AMP administration only. Neither standardized/customized construction nor a WPI equivalency for any domestic or industrial grade was verified; Domestic V must not be collapsed into WPI Class IV.

‘As of January 1, 2017, OPR manages ALL pollution abatement facility operator licenses.’ DEC states it no longer issues or provides administrative support for these licenses and identifies domestic facility classes 1–5 and industrial dairy/metal/paper classes 1, 2 and 4.
Rule 4-2: ‘Operator licenses are available in 14 grades.’ Table 1 explicitly lists Domestic I–V and Industrial Paper, Dairy and Metal I, II, IV. Table 2 pairs license grades I/II/III/IV/V with examinations Grade 1/2/3/4/5. Rule 2-3 states DEC rules govern license scope.
OPR states it sends approved applicants’ information to ‘PSI/AMP’ and receives examination results. This establishes exam administration, not standardized WPI/ABC content.

Class D is separate from treatment. The page describes expanded D-operator requirements effective February 24, 2024, with compliance required by July 1, 2029 for specified systems. Eligible experienced treatment operators may use state-provided training instead of the D examination for restricted legacy status. ABC/PSI delivery does not verify standardized exam scope, and no correspondence between Class D and WPI Classes I–IV was established.

Table 1 lists D separately and states ‘Systems are required to have a D operator no later than July 1, 2029’ when specified criteria apply. ‘Operators who have passed a treatment exam (2, 3, 4)’ with qualifying experience ‘May attend a State-provided training class instead of the exam’ for system-restricted legacy status.
The official exam page separately offers ‘VT Class D’ alongside treatment examinations, but its ABC/PSI statement does not specify standardized/customized construction or a WPI distribution class.

Local levels: Four voluntary certification grades; exact current grade labels were not verified in the opened source.
NEWEA’s Vermont resource explicitly identifies a separate voluntary collection certification program. It does not establish standardized ABC/WPI use, customized ABC use, or exam authorship. Its treatment-licensing material is outdated relative to the official OPR transfer, so current collection grade names and program details require confirmation. Do not infer collection certification from either drinking-water or wastewater-treatment exams.

‘Certification for Collection System Operators is a voluntary program administered through the New England Water Environment Association, Inc.’ The page says there are ‘four Grades’ based on complexity and flow, and that examinations are held by NEWEA’s Collection Systems Certification Committee. It does not identify WPI/ABC standardized exams.
