§2.2: enforced by the BPH Commissioner. §§4.1.1–4.1.7 define 1D, Class R, WDS and Classes I–IV; §§6.3–6.5 distinguish nonsequential credentials from sequential I–IV. Table 64-4A names the local exams; §7.4 permits the Class R manufacturer-certification substitution.
